Know the owner of vehicle using a license plate number

If I have a legal reason to know the owner of vehicle using a license plate number, will I get it if I file a report with the police? I came to know that The Drivers Privacy Protection Act prohibits revealing of reverse lookup license plate and motor vehicle records to the general public. How can I get the records?
